Arrest Made in Early Morning Shooting Case

An arrest is made in the case of an early morning shooting.

The Bay County Sheriff’s Office has charged 17-year-old Raymond Lee Smith of Panama City with Attempted Murder with at Firearm.

The victim, 35-year-old Thomas Michael Palmer, told authorities he answered a knock on his front door at 2205 B E. 17th Street off of Sherman Avenue in the Cedar Grove area at around 1:30 Wednesday morning and saw a black male standing there. The suspect fired several shots at the victim, who shut the door. The suspect then fired more shots through the door.

His uncle, 43-year-old David Palmer, and girlfriend, 32-year-old Samantha Hallman and her 2-year-old daughter were in the apartment when the incident occurred.

Incident reports say at least four shots were fired, with Thomas Palmer shot at least once in the neck. He was conscious and able to walk, so he was helped to the ambulance and taken to Bay Medical Center with serious injuries. He has since been released.

Smith was arrested down the street from his home, 1408 E. 8th Street. He has been taken into custody.

Subsequent investigation led law enforcement from the Bay County Sheriff’s Office, the Panama City Police Department, and the State Attorney’s Office to Smith’s residence. A search warrant was executed and marijuana and crack cocaine were found in Smith’s home. The Panama City Police Department has additionally charged with Possession of Marijuana less than 20 grams, Possession of Crack Cocaine with Intent to Distribute, and Possession of Drug Paraphernalia.

Smith stated to law enforcement he traded crack cocaine for the use of a firearm, traded more crack cocaine for the use of a vehicle and drove to the victim’s home.

The exact motive for the shooting is still unclear.
