The Bay County Sheriff’s Office responded to a call at about 4:00 this morning placed by the Florida Highway Patrol. A car had stopped on the Hathaway Bridge and when the Trooper had approached the car, the driver stated she had been stabbed in the face and needed help. EMS also responded and the victim was taken to a local hospital.
Investigators spoke with witnesses and the victim. Witnesses stated they had seen Narcissa Nicole Barnes approach the victim earlier that evening at Club Fusion on Thomas Drive, Panama City Beach. Barnes had tried to start a verbal altercation, but witnesses stated the victim had simply walked away. When the victim and friends left the club and were walking through the parking lot, Barnes allegedly “came out of nowhere” and stabbed the victim in the face.
The victim tried to drive away but eventually pulled her vehicle off the road on the east side of the Hathaway Bridge where she made contact with the Trooper. The victim stated to investigators she had a history of verbal altercations with Barnes in the past. While in the emergency room, a two to three inch piece of what appeared to be a surgical scalpel was removed from the victim’s face where it had broken off during the stabbing. The wound was just under the victim’s right eye.
Narcissa Nicole Barnes, DOB 3/17/94, of 1802 Flowers Avenue, Panama City, was arrested
today and charged with Aggravated Battery. She was booked into the Bay County Jail.

I’d bet even money that this “disadvantaged” young lady has at least one cell phone, 100 CD’s with the latest music, a kickin’ wardrobe, and enough money to be roaming around at 4 AM. Don’t seem like there’s much of a need for a Big sister…
]If a child is being molested from the next door neighbor, and the parents do not know because the child will not tell, and another neighbor knows about the molestation and says nothing to nobody. Is that neighbor indirectly responsible for that child being molested.
If neighbor 1 murders somebody, and neighbor 2 knows about it and says nothing, is neighbor 1 indirectly responsible for that murderer being a free person?
We as a society are responsible for our society.
this stabbing probably isnt the only thing this girl has done?? id almost put money on she has a record, long one at that. i vote to give her a big sister too, in jail she’ll have a big sister, her cell mate. lock her up!!!
I wish moree people would invest their time checking out programs like Big Brothers/Big Sisters, YIA (Youth in Action)and the Boys and Girls Clubs. Disadvantaged youths really do deserve more than just punishment.
Its not up to the community to raise this child. Its up to her parents. They have failed. Let the state step in, since her parents were not capable.
Really the bleeding heart thing is a bit much. I checked around what Club Fusion is. You should too. (Go ask your police department, they will fill you in.) Then you would realize rehabilitation is not the answer here. It’s not like she made a mistake. This is the lifestyle she has chosen, and now shes been caught breaking the law, violently, with a deadly weapon. As soon as she gets out, she’ll just do it again.
There’s only one way to put an end to this type of violent behavior.
No one knows what this young lady is dealing with or why she had so much anger inside of her that she felt she had to stab someone. Just the act itself is severe enough to recognize that she has problems. We can blame everyone we can think of but the truth is this is another human being who needs help. I am not her mother but if I were and this was the kind of compassion and support that I had to rely on from the community I would want to give up too. Florida has a 32.8 percent recidivism rate which means we are NOT stopping crime by locking people up. They should be punished but after justice has been served, without help, all we have is another inmate released into society who is armed and dangerous. Why continue to allow our kids to become victims of a broken system? You can argue with me all you want but I still have the right to my opinion. My opinion is based on my own experiences seeing teens who have turned their lives around when they have positive role models in their lives.
Here are the sad facts about situations like these.
This most likely was over some “boy” or “gossip” which takes me to who raises there kids to by the time there 15 feel its a requirement to defend what people say about them and someone liking or taking there boyfriend/girlfriend from them by stabbing them in the face with a box cutter? The answer is that’s what happens when you “don’t” raise your kids. Rehabilitation can’t work if you have no idea or concern about reality and its consequences

Rehabilitation is not a substitution for “reality” and the main ingredient for reality is “punishment” im sure this girl wasn’t thinking “hey I’m about to do something that could land me in jail for the rest of life” Rehab is for people who has come to realize there mistakes and would like a second chance at “life” I guess if it were up to you this country would end up throwing people in Rehab that lacks the intent to change. You speak as if you’ve already counseled this girl and you “know” that she feels she make a mistake, she could be sitting in jail wishing she could finish what she started “which is normal for criminals” this was a premeditated attack not even self defense, she wasn’t born with a razor in her hand…

Again, the bill of rights, Amendment 1 gave me the right to voice my opinion. The problem is too many people remain quiet. Unitl you have walked a mile in my shoes please keep your statements about the article and not about my personal opinion. I work with girls like this one who have severe problems and I am acutely aware of what happens when society wants to punish and not rehabilitate. I also volunteer my time as a mentor to give them a chance. What have you done lately to benefit society and the teens you watch committing crimes? Cameras only record the activity that agencies already know is happening on the streets. Real people get involved to help the agencies reduce the rate of crime and give some young person a chance. Again freedom of speech is guaranteed by our Bill of Rights, hence the name “Freedomsgirl”. Thank you.

The girl is at fault, but the general public is more at fault in this “blame somebody else for your problems” society.
Juvi could help this girl, though boot camp would have been better, but due to this “blaming” society, the boot camp is shut down and somebody has lots of money that does not belong to them.
And lets not turn our backs on the neighborhood where she’s from. In my neighborhood, if I see teens hanging in the streets, I call the cops. If the cops turns their backs, I call the state and then internal affairs and see if the media wants in. I have 3 hidden cameras around my home facing my propety, my neighbors property and the next block. If theres drug dealers and hookers, same thing.
Though most neighborhoods try not to get involved and these teens can get away with murder.
Of course the parents would be at fault, lazy parents breeds felons, child molesters and dope dealers.
But juvi and/or girls home would be a start.
If anyone deserves a chance at rehabilitation it should be a 15 yr old00 (DOB 3/17/94). She is barely 15 and needs more than lock up time. She needs counseling and therapy to help her regain her self control and deal with her anger issues. Locking her up and throwing away the key is like throwing the baby out with the bath water. The parents are only part of the story. It truly does take a village to raise a child especially when you have children giving birth to children. And, who knows what the parents have endured over the years. The cycle of abuse and neglect often goes undetected and unresolved for years and the end result is people generally become more agressive. It’s time for real help for a lot of these young people before they destroy their entire generation.
lets place blame where it needs to be placed, on the “girl” that did the stabbing, its time in america to take personal responsibility for your actions. her parents should have known where she was and shouldnt have let her be out that late, but still shes the one holding the knife, lock her up and throw away the keys!
First of all this place is not a “Bar” or a “Club” as the media calls it, not that anyone cares about the “facts” now a days. I’m sure the sheriffs dept is still making payments on the over 2 million dollar lawsuit they lost for harassment when there used to be a club at that address over 13 years ago. The transcript that was sent out titled “club fuzion” was put out by ms sasser at the sheriffs dept, who said she was just going by what an officer put in his report. But i doubt if this had happened at an applebees it would be reported as “club applebees”(i wonder why). Also the business wasn’t open when this allegedly took place on there property. This place has great food i eat there every week and since when do you have to be a certain age to eat at a restaurant that serves alcohol. But what confuses me the assumption that this situation had anything to do with alcohol. So if a teen commits a crime on or near a place that serves liquor they should loose there license? Wow America!!
OK Joe,let’s apply the law according to your logic,or lack of . Let’s not hold anyone responsible for anything. Let’s allow anarchy to rule! Does that work for you?
So you all are saying if a child of 15 - 16 years old has a drivers lic. of somebody 21 or order, and the teen looks like the person in the drivers license and a bar lets the teen in, the bar is at fault for underage drinking?
And if that teens gets drunk and hurts somebody, then the parents is at fault?
What about putting the blame on the police dept for not monitoring the people entering the bar, because if its against the law to drink underage, then it should be the law’s responsibility.
Lets blame the car maker of the auto the teen drove to the bar.
Lets blame God or the teens divine maker for allowing that person life in this world, or blame the doctor and/or nurse who helped bring that teen into this world from pregnancy to birth.
Lets blame you all since you all know so much about who is guilty or not.

This incident is just the tip of the iceberg. The occurence of underage drinking is completely out of control on the beach. It used to be seen primarily during Spring Break,but due to the lack of enforcement by the police,it has begun to be a March to October plague. Businesses,like the bar mentioned.are only interested in putting bodies in their establishment and making money. Rental agencies are only interested in filling the rooms,and their pockets. So with a note from their parents,under 18 yr. olds can rent a room. This is analagous to the perfect storm. All these factors have come together simultaneously to create a very bad situation. It is regretful that in order for this problem to be corrected,innnocent people are going to have to be hurt. Even then,one wonders,how many victims will it take? Have a nice day!!!
At a minimum, the bar’s licence should be suspended immediately, pending a review and improvement of their methods to ensure the legality of their patrons.
Likewise, the girl should be removed from her parents immediately, pending review of their ability to perform their function as parents.
Thirdly, the DA needs to step up to the plate and try her as an adult in an actual trial, put her in prison, and not screw around with some lazy ### plea bargain.
But I’m not stupid enough to believe that any of this will happen.
The parents,bar owner,and child are all at fault
and should suffer.
Not only are the parents irresponsible but who let this child inside of the bar in the first place. It is obvious (at least to me) that something is terribly wrong with this young lady if she is so filled with rage and hatred that she could walk up to someone and stab them in the face. And unfortunately a lot of parents are giving up their kids to the system rather than go to jail themselves for trying to discipline them. I don’t blame them one bit.
