Okaloosa County, Fla:
A 20-year old Fort Walton Beach woman is charged with child neglect after deputies with the Okaloosa County Sheriff’s Office found a seven month old infant alone and crying inside a filthy apartment on Beverly Street May 20th. A neighbor called the Sheriff’s Office at 7:38 Wednesday morning after hearing the baby crying and noticing that no one appeared to be home. A Deputy who responded knocked repeatedly but no one answered. The doors and windows were locked. A property manager was contacted to come and unlock the apartment.
Inside, deputies found a crying baby strapped in a car seat, wearing a diaper overflowing in urine and full of fecal matter. The infant was also surrounded by dirty diapers and trash. Deputies say a survey of the residence showed it to be filthy and in complete disarray.
The baby was taken to the Emerald Coast Children’s Advocacy Center for a medical exam and care. The examining doctor says the infant’s head is misshapen and she has weak muscular structure, likely due to being restrained in a car seat for extended periods of time and a lack of physical mobility. The baby also had a rash, blisters, and a yeast infection caused by urine burns and fecal matter.
Deputy Jermaine Scott obtained a warrant for 20-year old Jennifer D’Silva of 1402 Beverly Street, Apartment B on a charge of child neglect. On May 21st, D’Silva was located at a home on Spinnaker Lane in Shalimar and taken into custody.
She is currently being held at the Okaloosa County jail in Crestview.
All charges was dropped on her because they realized that baby was actually Babyface Finster, a bank robber, he pulled a few bank jobs in the past 6 months and was hiding out in this woman’s apartment.

Has anyone seen a follow up on this case? What happened to the baby? and did the mother(if you can her that) get some jail time? Did no one notice that there were problems..I mean this sounds like it was not something that just happened. It must have been going on for a while. The story says the baby was only 7 months old.
actually,#5 young men,the older #2 are my husbands oldest sons from another marriage from long ago.At one time my husband and I had discussed adopting a little girl since we weren’t able to have one of our own. I would have done ANYTHING to help that poor little Angel.I REALLY wish women would START taking care of themselves better and their children and heck they could really do with treating their poor old husbands better too.Oh this poor little baby didn’t ever deserve to be ignored like this NOBODY deserves to be ignored that way.Don’t worry about Justice for what we can see here is not what will come down on this mother who was responcible for this horrid lack of care at a time in every infants life where you must always be there and the child is never to be left alone for a any period of time,I mean you are supposed to have a baby monitor if the child is only in the next room.We need to provide better care all around,thank God for Police and the neighbor… Karma always comes…
If you don’t want your kids or can’t take care of them please please for God’s sake don’t neglect or abuse a baby. I’m an old man but would be glad to raise and care for any baby if you don’t want them. This story makes me sad. I love kids and if you are desperate please there are many people who would be glad to help you if you’ll only ask.Please tell a neighbor or friend if you can’t handle your children anymore so they can find you some help. Don’t do this to an innocent child.

This woman was nearly 2 hours away… while her baby daughter was alone for who knows how long confined in pain and filth and without food. Hours?? Days?? Even in jail she will get better treatment. There is no justice in cases like this. Because the childs skull was formed to the carseat, this tells us this was normal in this poor babies life. I was a young mother at 17 and have ALWAYS taken care of my kids! There is no excuse for this. That woman should never be allowed to have children again!
Good news, I installed a network camera on top of my home with a sign on top of the camera that says “We are watching you”. I installed in around noon yesterday, and by 9pm last night my neighbor asked if he pays the money, would I install one on top of his home.
I’m thinking about starting a part time business with these network neighborhood watch camera system, which I rather the city do this.
If anybody wants one of these, to install and including price of camera is $200. Let me know.

Mabye we can invent a new kind of drug that gets the user high, but also renders the use infertil for the duration of use… now THERE’s an idea!
what could we call it? how about “CRIC,” for Crack to Render Infertil Control.
And can someone start working on it stat! It should be cheaper and better than normal drugs so that they prefere to use it over other common drugs.
I would love to see her so i could make her feel how that poor baby did! I would love to make her hurt she needs it!! i have to babies of my own they are 2 and 3 and i started young i got pregant when i was 17 but i know that they are my world and the BEST thing that has ever happened to me!!!I HOPe AND PRAY that, that little girl finds her a wonderful home and is treated with the love and care that she needs!!!
amry mom of one, I understand the point you are trying to make which is, we need to remove all religion from this world. I agree with you. We need to take this extra step and close all of these eye sores (churches) down and replace them with some clean o’fashion gentlemen clubs.
Religion has nothing to do with selfish, irresponsible parents. We need better safety measures in our welfare system to ensure that parents are taking care of their children while we work all day to pay for their lifestyle. They say they found this young woman in a house. I’ll just bet you that it was a known drug house and that’s probably how they knew where to find her. When someone is using state and federal tax dollars to support their family then they should at least be accountable for taking care of their own children. But who checks to make sure that this is being done? We need a “discharge” plan for getting them off welfare and into a job instead of rewarding them with check increases for having more children. Education requirements are also needed. At some point people must begin to take care of themselves. I won’t even address the “invisible” God issue because He is certainly visible to those of us who don’t have blinders on. He is a very present help in a time of trouble.
We took God out of school and can’t punish kids, we took God out of our courts and just give them a pat on the hand there too and say, ‘don’t do that again’, and now we wonder what is wrong with today’s youth…..
I agree, but also if they fail a test like this, they should be sent to prison for being an idiot. This is common sense of raising a child.
However, I also believe religious people who puts the lives of babies and children in the hands of their invisible God or having faith, or faith healing, should be sentence to death if that baby or child dies. If there’s no death, then the parents should renounce their faith and religion in a public place and accept some sort of mark on their foreheads so everybody would know who they are, which would be an idiot, the mark of an idiot, not your religous imaginary beast.
I think that every person who has the ability to conceive or get someone pregnant should be required to take a test. If they pass the test then they still have to wait until they are of an age and ability to be able to support and raise a child. If they do not pass the test then they should be temporarily made unable to conceive or to impregnate someone. Of course they could retake the test every 2-5 years. I know, I sound awful, but I have seen too many stories that make me sick to my stomach about child neglect and endangerment. Mostly due to someone who isn’t ready to be a good father getting someone who isn’t ready to be a good mother pregnant.
This is so sad. We have 5 children, 2 babies and I know it’s hard sometimes and you need a break or extra help. Being a parent is a huge responsibility, that baby’s survival is in your hands, not your mother’s or grandparent or babysitter, this is your responsibility.
Babies can not take care of themselves.
This is why we need to enforce some kind of laws for new parents especially 25 and under. Before you can have a baby, you should be given common sense test, a mental test to see if the parent(s) are in their right frame of mind.
I hear about these types of stories a lot lately and I just don’t get it. I heard about 5 cases of mothers killing their babies recently and fathers killing their children. What the heck is wrong with these people. This shouldn’t be the police and state departments jobs, this should be all of our jobs.
This country has become extremely lazy and irresponsible.

rockinjoe—-that is the most ridiculous thing I have heard from you so far. I was only wondering if anyone know what happened to the child. This is a case of the mother NOT BEING A MOTHER. I truly hope someone has the baby that can and will show love and true caring.
