Bay County, Fla:
A Bay County man faces charges of assault on a law enforcement officer tonight after an altercation on Monday. The alleged fight followed the death of three dogs.
According to an incident report from the Bay County Sheriff’s Office, two pit bulls attacked a small Boston terrier belonging to a Sheriff’s Deputy and the deputy then shot the two pit bulls.
Both families say they are distraught about the death of their dogs but both also say they did nothing wrong.
At the two houses at the end of Seminole Street in Youngstown, there are signs of dogs but no dogs.
Both families have fences around their yards… but that wasn’t enough to stop the attacks.
“I noticed my next door neighbors’ two pit bulls come running up my fence,” says Deputy Kenny Bibbs’ wife Tara Bibbs. “My dog started barking at him. As I walked around the edge of my privacy fence, his dogs were pulling my dog under the gate and by the time I could get to him they had crushed my dog and killed him.”
Tara Bibbs says her husband then shot the two pit bulls.
News 13 asked Lorra Mead, the owner of the two pit bulls, if they attacked his dog. “I don’t know, they say he did, I don’t know,” Lorra says. “And if he did, I’m sorry for that.”
Lorra Mead says she always kept her dogs in the fence and doesn’t know how they got out. “I know it’s a loss of their dog. I am so sorry for that. I don’t believe our dog should have died the brutality of the shooting as he did to our dogs.”
According to authorities, Lorra’s husband Brian Mead arrived home shortly after the incident occurred.
Tara Bibbs says by then, a neighbor and fellow Sheriff’s Office Investigator Doug Pierce had heard the commotion and come to assist. “Then of course there was some altercation. I didn’t see any of that.”
According to the Sheriff’s Office incident report, when Investigator Pierce advised Lorra Mead to call the Sheriff’s Office, Brian Mead balled up his fists and attempted to strike Pierce.
Instead, the report says Pierce struck Brian Mead to protect himself.
But Brian Mead says he was trying to protect himself from the off-duty law enforcement officer.
“The only time my hand touched Doug Pierce was to get him off of me,” Brian Mead says.
The Sheriff’s Office has turned the investigation over to the State Attorney’s office.
Deputy Bibbs is on paid administrative leave pending the results of the investigation.

And yes, the shooting of the dogs was excessive. Sometimes even our honorable officers of the law take the law into their own hands….like many of us laymen (and women) so often do. Don’t crucify him for it.
First off what was the need to state my name? I haven’t called you out or told all the others your name. Not really even sure how you got it. But the fact of the matter is that my personal opion it was handled wrong by an officer of the law plain and simple.I understand that pets are members of the family but they are still dogs, they don’t have souls. What was the reason for shooting the dogs multiple times, there was some sort of animal cruitly for the simple fact that he didn’t shoot them once. So apperently they weren’t dead after the first shot. That sounds like animal cruilty to me. Not here to argue with you, just stateing my opion, there are like buttholes everyone has one, and this one is mine. Using your analogy, if another kid drags my son under a fence, causing his airways to be crushed and killing my son, why yes, the other kid should be punished or put to death according to our laws. We do not have a court system for dogs that I am aware of, so we cannot charge them with murder of another dog.
First off, Blake, I didn’t build the fence. It was already a fixture on the property when it was purchased 12 years ago. The fence was designed to keep livestock in (horses, specifically). I never said it was made to keep humans out.
The two pitbulls who attacked me in Virginia were AKC registered pitbulls; their owners made a point of flashing their registration papers in my face when I wanted the dogs put down. The pitbull in Southport I have no clue if it was a purebred or not, like I said before there wasn’t a collar, tags, leash, or microchip. However, he looked identical to every pitbull I have ever seen. (aside from color and pattern.)
Unless a fence is built exactly on the border of someone’s property, even the area right around the fence IS on their property. The law states that if a dog attacks my livestock on my property I have every right to shoot it, as long as I kill it. If I wound that dog, I could be charged with animal cruelty.
athena, First off i havent seen to many 5’ fences with barbed wire around the top, what are you a midget, most fences with barbed wire should be atleast 6 to 8 feet high due to the fact that most americans stand taller than 5 foot. how do you know that these dogs that attacked you were full blooded pitt bulls and not some inbread half mix, did they just look loke pitt bulls or did you have DNA test to confirm this. sounds to me like your a little paranoid about somthin other than dogs to have to have barbed wire around the top of your fence, what does that keep in your yard?? These dogs killed another dog and did not attack a human. so your saying if your son (if you have one) gets into an altercation with another boy and he gets his a%* whooped, that you have the right to shot and kill the other kid?? NO. call the law. these dogs were not on the Bibbs property they were in the road, Mr.Bibbs being a law enforcment officer should have known better. he just hated his neighbors.

did not hear or read a hole lot more about the alcohol,mead made the statement about the smell of it on the officers.maybe a off day to many beers. wonder if he came out the door with all that fire power.
it says the dogs were outside his front gate. where he over & over killed these dogs.shot the young female 4 times with a shot gun,blowed a big hole in her chest, and shot the male 10 to 12 times with a pistol.
So let me get this straight,
1. the pittbulls got out of their yard.
2. came into a neighbors yard (on private property)& attacked a member of thier family(the family pet)
3. the dogs owner then shot the 2 attaching dogs on his property after they killed his dog.
Not seeing the problem. I myself have 2 dogs (med & large) who I love very much. But if they went onto someone eles property and attacked or killed another animal then they deservied to be shot. End of story. Cause if they’ll kill another dog, cat, ect they’ll attack a small child or anyone else for that matter. I’m not a animal hater by no means but any pet that attacks or kills another amimal just to do it, has no place. I’m not trying to make anyone mad or take sides.

i’m sure in the two stories the truth rests. i really can’t opine for the simple reason that i only have second hand reports. i personally don’t like pits or many of the breeds mentioned in some of the other post for the simple reason the are big -they have teeth-they will and do bite. maybe not today , but sooner or later. just maybe we should reserve judgment and let the powers[right-wrong-or other wise] be the final voice.

Right… because I should expect that when I’m outside in my own yard with five-foot high fencing with barbed wire at the top that a pitbull is going to be able to get in and attack me when I’m not looking his way. Squirrels have trouble getting through my fence, but those stupid pitbulls somehow don’t. I don’t know how to make my own yard any more secure than it is, thus I will keep my gun handy.
If all that stood between my little terrier and two vicious pitbulls was a shoddy fence with an opening JUST large enough for the pitbulls to snag my precious pooch… well then you BETCHA! I’d not let the little thing anywhere near the fence.
Part of responsible pet ownership is keeping your animal safe, even when on your own property.

A good example is crossing the street. Yes you have the right to cross when the light says walk, but guess what? I’m STILL gonna look both ways! Im not saying the person in the car has the right to hit you if you choose not to look both ways, but if you want to prevent an accident, whether its your fault or not, then that is what you do.
Pitbulls CANNOT be trusted. If they are in your area, you’ve gotta be proactive to prevent tragedy. Its your right NOT to be proactive, but in my opinion, that is not responsible pet ownership.

So, what you’re saying is that if I owned a small terrier dog and anyone in the neighborhood owned pitbulls, I should never allow my terrier to wander in HIS own yard, INSIDE of my own fence, because there is the possibility that the pitbulls could get loose from their yard and come drag my terrier through his own fence.

People who own pit bulls are grossly irresponsible.
People who let their small terrior dogs anywhere near a pitbill, fence or not, are irresponsible too.
The guy who shot the dogs should be fired from his job and never allowed to hold a gun again.
They guy who owned the pitbulls should never again be allowed to own animals. Ever.
You BOTH are horrible people for differnt reasons, and its so extremely sad that it is the dogs—all three of them—who paid for BOTH of your guys’ stupidity.

Yes, I have been attacked four times. Three times in Virginia by two different pit bulls and once in Southport. As I said before, the one in Southport no longer lives. I don’t even want to go into what I went through in Virginia as far as the military police not doing anything about the vicious pitbulls. Thank god neither of my children were attacked by the stupid dogs.
let me get this straight… you have been bit or attacked 4 times? in your own yard? man ive heard lightning never strikes twice, but in your case i think id just stay inside the rest of your life? matter of fact you should call some of the news stations im sure they would like to do a story on you. call guinness book of world records, thats gotta be some sort of record, viciously attacked 4 times by the blood thirsty pit bull dogs and lived to tell the story?? who would have imagined we would have such a celeb here in panama city!!get real, you prob havent even seen a real pit!
Nope, I don’t “hang with tough crowds.” I just like to be able to walk outside in my yard. People need to keep their dogs in their own yards, on leashes or chains. Everytime I have been bitten and attacked, it has been when some pitbull has gotten into MY yard.
If people know there is a hole in their fence or that their dogs are capable of getting out of the fence, they should have them CHAINED with water and shade within the length of the chain.

Aw, gee, what gives you the impression that I hate pitbulls altogether? The fact that I’ve been attacked by them four times, that I’ve seen them attack small children unprovoked, or their track record in general? I’d love to see every pitbull on earth keel over and die. How’s that?
I would suggest that before you try to say someone else has an inbreeding problem in their family, you should check your spelling and grammar first.
Athena sounds to me like you just hate pitbulls all together, you know that i have owned numerous breads of dogs and the only ones that never showed any agression towards me or my family were my pitbulls. The labs, great dane, rotweilers, and dobbys all showed agression towards me or my family at some point in time ( actually had a great dane bite 2 kids in the face) these dogs were brutally shot in the street not in the deputys yard. They had a huge hole that they have since filled in, that was big enough for truck to drive through, there dog probably got out and then was fair game. Not all dogs are the same, and for you to say they were inbread is just the inbreeding coming out in you. Give him a medal, FOR WHAT, careless endangerment, discharging a firearm in a neighborhood, or animal brutality, sounds good. In that case lets give Micheal Vick a medal too. On the beer comment I think thats what may have gotten him in this situation in the 1st place, one to many beers. ROLL TIDE!!

Well sorry, not all of us spend numerous hours on the computer chating all day,I am more worried about the situation at hand. Yes your right, that we all do take matters into our own hands all to often, but law enforcement officers have a different standard to uphold versus us averge citizens. That was all part of them becoming cops. I could care less really about my name being shown, its just the fact that its not about me, its bout the mistreatment of these dogs. The Meads went way out of their way to ensure that the yard that there dogs stayed in was secure. I don’t think that the Bibbs can say the same by the looks of there yard and the pictures that were taken. I just think it could have been handeld diffrently, plain and simple. I have had smaller dogs bite me, min pins, weiner dogs, etc.should they have been shot and killed as well??
I just feel that if the breed of dog had never been mentioned that more people would have totally diffrent opions on the whole sitution.
