DEP Wants New Standards for Airport Stormwater

The Department of Environmental Protection is on the airport’s back once again for stormwater runoff issues.  This time they’ve given the Airport Authority Board just a few days to sign a consent order that would change the water requirements.

The airport’s attorney says while the DEP has the authority to delay the opening, he doesn’t think that’s going to happen.

KBR construction says they’re on schedule to open by May 23rd, but need to get the stormwater off the property to move ahead.

“This water is kind of sitting on top of us.  We’ve got to get it off of us so we can finish the ponds,” said Jeff Dealy, KBR Construction manager.

The airport looks like it’s under water.  Contractor James Finch says they haven’t started draining any of the ponds yet.  He says they need to start that process soon to meet the DEP’s March deadline.

The DEP has proposed a new consent order that addresses two things.  One is a storm water holding pond that overflowed during the recent 4-inch rains.  It could result in a $58,000 fine.  The other would put the turbidity requirements or how clear the water is at the same level as a normal construction site.  The airport says that would be a good thing.  Right now, they are being held to a 50% higher standard for turbidity.

The DEP has asked this consent to be signed by the end of the week; the airport board says they need more time to understand what the DEP wants.

“We’ve got to prove to them why we need to go to that higher limit,” said Dealy.

“The issue that we’ve had is the DEP has required us to meet those requirements up front prior to that system being completed so that really complicates it and places us as a disadvantage compared to other projects in the state,” said Randy Curtis, the airport’s Executive Director.

Meanwhile, the board also gave the go ahead to begin formally organizing the grand opening of the airport on the weekend of May 23rd.  They plan on having a “green” tie dinner to celebrate the airport’s green standards and a community wide celebration.

Brian7, Bay County has the best politicians money can BUY! Washington doesn’t have a thing on us! They make such a big deal out of our voting but then they NEVER listen to what they are told. They vote their bank accounts not the people’s will. I hope this thing comes back to be the biggest disaster to ever hit Florida in it’s history!

What are they going to do when a hurricane or tropical storm comes through and dumps massive rain in a short time?  And you know who will get stuck with the bill to fix it, the taxpayers !!  The ones who voted not to have it out in the boonies to start with!!  Once again bay county residents get screwed by the politicians, I guess we are so used to it we just come to expect it. When you cover up wetlands the water has to go somewhere, usually flooding peoples homes and roads. Thanks alot!

Brian7,the fun is just beginning.  The Mall was built on a swamp decades ago and the parking lots still have drainage problems.  Just wait until we get some real rain in here and those wetlands try to fill back up…the fun will really start then.  They screwed with mother nature on this but she will get the last laugh.  I just hope they send the repair bills back to St. Joe since they are really the ones that started this all with their greed.  Bay County was just dumb enough to buy into it.

lol, it only took me a year to realize how Bay County works, that this project turned into a disaster does not surprise me.

A-w-w-w-w, you seriously don’t think they’d cut corners liek that, do you? This is supposed to be the greatest thing to happen to Florida since Disney World! Surely they wouldn’t…..???

you have NOT seen nothing yet ,wait till utilities in the ground start too leak and break,and thats when they will find out that they cut corners and used import fittings and not USA.

They built the stupid thing in a wetlands area to begin with…uh, DUH! What part of stupid do they not understand? It is wetlands, man, and water is what you get in WETlands! I think the fun is just beginning for that fiasco and all to make St. Joe richer. Ain’t it fun?
