Panama City Beach, Fla:
The Panama City Beach Police Department is flying double red flags due to high surf conditions caused by Hurricane Gustav.
The conditions are so dangerous in fact that rescue workers with the Panama City Beach Police Department, Beach and Surf unit and Panama City Beach Fire Rescue will not be entering the Gulf of Mexico to rescue swimmers in distress until further notice.
