A Panama City man chains himself to his power meter Thursday in an effort to keep his daughter alive for at least one more night.

The family is not able to pay their electric bill, which powers several medical devices for their adopted daughter.

The Duncan family adopted Makayla when she was only two days old, and only two pounds. She was born with alcohol syndrome and suffers from trachea malacia, seizures, and cerebral palsy.

Just like any other five year old girl, Makayla Duncan is her family’s little princess, but this princess’s journey to a happily ever after has a few bumps in the road. She has several medical problems that force her to rely on machines to survive, machines that are expensive to run.

Makayla’s father, Tony Duncan, says he’ll sit by his power meter as long as it takes to make sure the power isn’t shut off. 

“She has to have electricity.  All I asked for was a couple days or a week so I could get the money up to pay them,” he says.

Gulf Power says it’s done all it can do. According to the power company, the family a 35-day extension because of Makayla’s medical condition.
The Duncans have until 11 o’clock Friday morning to pay their bill.

State Representative Jimmy Patronis tells News 13 that he is in contact with the Florida Department of Children and Families to see if this they are eligible for any state help.

I am writing this letter in support of the Duncans.

The State of Florida is the most progressive in the passing of state laws dealing with

persons who have disabilities. The laws regarding persons with disabilities and use life-

support equipment very from state to state in regards to if electrical provider can “cutoff” the

service to a person who has to use life support.

In the State of Tennessee where I lived for 20years there is a program if some one is on life

support or requires supportive equipment the person or family can apply for a “RED

METER”. This program is for persons who have life support equipment and can not

have there power “cut off”.

I am not sure if the State of Florida has this program. The State of Florida dose have

Advocacy Center for Persons with Disabilities.
