Position Changes Proposed for Bay District Schools

Pending School Board approval, Superintendent Bill Husfelt named Nancy Boyd as the Assistant Superintendent for Teaching and Learning Services. She has served as the Executive Director of Exceptional Student Education (ESE) and Student Services since 2001.

With the Superintendent’s reorganization of district level services, all departments previously under the administration of the Executive Director Curriculum and Instructional Services will be combined with the ESE/Student Services departments already administered by Boyd.  “I am inspired by the confidence the Superintendent has placed in me. I am happy to be on the ground floor of this reorganization and look forward to the new direction we are taking. Having all educational services under one umbrella will give us a total scope of Teaching and Learning allowing us to better serve our students,” Boyd said.

She attended Carnegie Institute of Technology before transferring to the University of West Florida where she earned a bachelor’s degree in Elementary Education. Boyd also holds a master’s degree in Psychology from the University of West Florida and a specialist’s degree in Educational Leadership from Florida State University. Her career with Bay District Schools began as a school psychologist in 1981 after which she was a school guidance counselor and district resource teacher for ESE. She was promoted to her first administrative position in 1987.

Boyd was the Assistant Principal for Curriculum and Guidance at Bay High School until 1993 moving from there to district level administrative positions in ESE. She is a member of professional organizations and local and state committees that all serve the interests of children’s issues and Exceptional Student Education. Boyd also is a member of numerous community organizations and boards.

Superintendent Husfelt also appointed, for School Board approval, three Directors to serve under the Assistant Superintendent for Teaching and Learning Services. 

Gena Burgans has been selected to serve as the Director of K-12 and Adult Instructional Services for Bay District Schools.

Burgans grew up in Panama City where she attended Callaway Elementary, Patterson Sixth Grade Center, and Everitt Jr. High School before graduating in 1986 from Rutherford High School. She was a graduate of Gulf Coast Community College before transferring to Florida State University in Tallahassee where she earned a bachelor’s degree in English Education. She received a master’s degree in Educational Leadership from Florida State University – Panama City Campus and a specialist degree in Library and Information Studies from Florida State University in Tallahassee. In addition, she holds numerous educational certificates and is a member of the Florida State University Garnet Key Honors Society.

In 1990, Burgans began her teaching career at Jinks Middle School as an English teacher. She transferred to A. Crawford Mosley High School in 1999 and became the school media specialist.  She was promoted in 2003 to her current position as the Administrative Assistant for Curriculum where she acts as the Advanced Placement and dual enrollment coordinator.

According to Burgans, she is extremely excited about all of the positive changes taking place in the district and she looks forward to building a dynamic team of curriculum experts with the primary goal of providing support to teachers and administrators at every level.

Pat Martin is recommended for the position of Director of ESE and Pre-K Services moving up from an ESE and Student Services Supervisor.

Martin started in 1984 as a classroom teacher at St. Andrew School and remained there until he was chosen as the Assistant Principal for Waller Elementary School in 1996. Two years later, he was named the district Supervisor of Exceptional Student Education.

He holds a bachelor’s degree from the University of Alabama. He completed additional coursework in Exceptional Student Education and earned a master’s degree in Educational Leadership from Florida State University. He is a former president of the Association of Bay County Educators (ABCE) and a director of Florida Teaching Professionals-National Education Association. Martin is currently on the board of the Florida Education Negotiators and since 2001 has served as the chairman for the school district negotiating team in contract negotiations with ABCE and the Bay Educational Support Personnel Association. Evidence of his dedication to Exceptional Student Education is found in three awards from Council for Exceptional Children, twice as Teacher of the Year and as Administrator of the Year.

“I am honored to be able to continue to serve the teachers, parents, and administrators who work with exceptional education students. I have always viewed my role as supporting their efforts. Like all others, ESE students deserve our very best. I appreciate the Superintendent allowing me this opportunity to continue my service,” Martin stated.

An ESE and Student Services Supervisor since 2004, Joan Harris was promoted to the post of Director of Student Services.

Harris completed her Bachelor of Arts degree in History, graduating Magna Cum Laude in 1988 from Salisbury State University in Maryland. She earned a master’s degree in Education and Counseling, and a Certificate of Advanced Study in Educational Administration from the State University of New York at Brockport. Harris also holds certificates in teaching and administration in both Florida and New York.

In New York public schools, she chaired the Committee on Special Education in her first job as a school counselor and continued to serve students as a school counselor. In 2000, Harris was appointed as the District Pupil Personnel Services Director for the York school district in Restof, New York before coming to Panama City in 2004. She is a member of a number of professional organizations related to education and is a Chi Sigma Iota International Counseling Honor Society Education Leadership Fellow. Harris has become an integral part of the community in her leadership roles with United Way of Northwest Florida and the American Cancer Society. She also serves as a mentor to a student in the Bay Education Foundation Take Stock in Children program.

“I am very pleased to be named the Director of Student Services. In my five years as department supervisor I have enjoyed the opportunities to support schools in their work and my interactions with parents and students. Serving as the director will provide new challenges and opportunities for me and I look forward to continuing to work with the schools and families of Bay County,” Harris commented.
