Bay County has a mystery on its hands. Someone continues to litter a Bay County accident memorial site. One concerned citizen, determined to find out who is doing it, is asking for help from News 13. Details in this Problem Solver report.
About a mile or so on Star Avenue in Bay County South of the Highway 231 intersection, is a memorial to 17-year old Logan Selby. He was killed in a tragic auto accident at the location in June 2005. But, the problem now is what is apparently dumped constantly in front of the site along the roadway...newspaper, after newspaper, after newspaper.
Jim Teuton takes Star Avenue to work and first saw the scattered newspapers about two years ago. Teuton says, “on about the third or fourth time...this is not right...why is paper being thrown in that one area there and I don’t see it anywhere else? So I started noticing it day after day...paper started increasing...that’s when I started notifying code enforcement.” And, that started a now two-year quest for this concerned citizen… trying to catch the person or persons responsible for this unfortunate eyesore. According to Teuton, “newspapers are the only thing I have seen out here...I have even stopped just to see if it is all newspapers and see days of the week it has been thrown out here.”
Since the time Teuton first reported the problem, it has been a steady process. Bay County spends time to send crews to do cleanup only to have more papers strewn a few days later.
It is a mystery and according to Bay County Code Enforcement Manager Scott Hair, “We come out and investigate and can never find information as to who is doing the actual dumping...if we knew who is doing it...we could prosecute and fine them.”
Jim Teuton thinks the papers are dumped at night. He says he has even come out to the location in the middle of the night to hopefully catch the violators in the act.
I had difficulty contacting Logan Selby’s family but, they actually gave me a call after hearing that this story would be on the air. They have no idea who is dumping the papers.
And, an email message from Logan’s mother reads in part… “I just want to say thank you… For three years and four and a half months… I have been trying to find out why somebody is disrespecting my son’s site… How can somebody be so hateful and vindictive?”

It is sad that when family & friends already having to deal with such a devastating loss that they now also have to deal with some inmature person with no apparently very little morals in life doing something like this. I can only hope that when this person passes that no one shows the same disrespect the them or their family and friends.
As a friend of the family I have personally picked these up these papers as well. I never got the chance to know Logan but I do know how special his family is to me, and how speical he was to them and many people he met along his journey. Any help in this matter would be more than grateful.
